Sealed bids will be received by theCity of Dyersburg at their offices
in thePublic Works Building, 435 Highway 51 Bypass South, Dyersburg,
TN 38025-1358, until 2:00 PM,Thursday, June 01, 2017 and
openedpublicly at thePublic Works Building, 435 Highway 51 Bypass
South, Dyersburg, TN 38025-1358 at that hour. The reading of the bids
will begin at 2:00 PM on Thursday, June 01, 2017.
PROJECT DESCRIPTION
The project involves the complete excavation and replacement of
approximately 2,300 LF of Mall Blvd at its current width and grade.
The total project length is 0.43 miles (1.85 lane miles). The work
consists of, but is not limited to, full depth excavation, removal and
replacement of curb and gutter, installation of an underdrain system,
and the placement of base stone, asphalt concrete base layers, and an
asphalt concrete surface layer.
PROPOSAL CONTRACTS WILL BE ISSUED UNTIL THE TIME SET FOR OPENING BIDS
A Prime Contractor must prequalify with the Department of
Transportation in accordance with Section 54-5-117 of the “Tennessee
Code Annotated” and Tennessee Department of Transportation Rule
1680-5-3 prequalification of contractors before biddable proposals
will be furnished.
TheCity of Dyersburg hereby notifies all bidders that a 10%
Disadvantaged Business Enterprise (DBE) goal has been set for this
project and must be met or exceeded.
The City of Dyersburg hereby notifies all bidders that it will
affirmatively insure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises will be
afforded full opportunity to submit bids in response to this
invitation, and will not be discriminated against on the grounds of
age, race, color, religion, national origin, sex or disability in
consideration for an award.

Copies of the Bidding Documents may be obtained at the office(s) of
thePublic Works Building, 435 Highway 51 Bypass South, Dyersburg, TN
38025-1358 (731-288-7696) after 12:00 PM CDTon Monday, May 08, 2017
for a non-refundable fee of $50.
No bid will be opened unless the outside of the sealed envelope
containing the bid provides the following information:
Project Title
Bidder’s name and address
Contract for which Bid is submitted
In the case of joint ventures, this information must be provided by
each party submitting the bid.
All Bids must be made out on the Bid Form bound in with the bid
manual. This Bid Form must not be detached from the bid manual.
With his bid, each Bidder must deposit security in the amount of five
percent (5%) of the amount of the bid, subject to the conditions
stated in the Instruction to Bidders.
A Performance Bond in the amount of one hundred percent (100%) of the
Contract Sum will be required of the successful Bidder.
No Bidder may withdraw his bid within sixty (60) days after the actual
date of the opening thereof.
